§ 2-167. Mayor, council relationship with city personnel restricted.

The mayor and council reserve the right to make inquiries of any personnel relative to municipal activities. Except for purposes of inquiry, the city council and mayor shall deal with the administrative services of the city through the administrator and, neither the mayor, council nor members thereof shall give orders directly to any subordinate of the city administrator.
