Not withstanding sections 19-2 and 19-3, any nonoperable, wrecked, junked or partially dismantled motor vehicle or part thereof
that is allowed to remain on any lot or ground located within the city's zoning jurisdiction,
which motor vehicle or part thereof has lost its identity, character, utility or serviceability,
is hereby declared to be a public nuisance and is subject to removal as provided in
this article. The lack of a current Nebraska state license or registration shall be
presumptive evidence that such vehicle has lost its utility or serviceability.
