§ 2.01. Rules.

For the purpose of this ordinance the following rules shall apply:

2.01.01

Words and numbers used singularly shall include the plural. Words and numbers used in the plural shall include the singular. Words used in the present tense shall include the future.

2.01.02

The word "persons" includes a corporation, members of a partnership or other business organization, a committee, board, council, commission, trustee, receiver, agent or other representative.

2.01.03

The word "shall" is mandatory and not discretionary; the word "may" is permissive and not compulsory.

2.01.04

The word "and" indicates all connected items, conditions, provisions, or events shall apply; the word "or" indicates that one or more of the connected items, conditions, provisions, or events shall apply.

2.01.05

Words importing the masculine gender shall include the feminine and neutral genders.

2.01.06

The words "use," "used," "occupy" or "occupied" as applied to any land or building shall be construed to include the words "intended," "arranged" or "designed" to be used or occupied.

2.01.07

The word "commission" shall refer to the Planning Commission of Bellevue, Nebraska.

2.01.08

The particular controls the general.

2.01.09

All references to City personnel or staff shall include the person identified or their appropriate designee.

2.01.1

All words, terms, and phrases not otherwise defined herein shall be given their usual and customary meaning as defined in a standard English dictionary or other applicable City, State, or federal regulation, unless the context clearly indicates another meaning was intended.

2.01.11

Computation of Time: Unless otherwise specifically provided, the time within which an act is to be completed shall be computed by excluding the first day and including the last day, unless it is Sunday or a City holiday. All acts shall be completed within the time frame specified subject to extension periods provided herein.
